Risks in the Process of Transparency in the Transmission of Live Sessions by Internet: A Case Study in the Brazilian Chamber of Deputies

Organizing debate and voting sittings is a critical process for the Brazilian Chamber of Deputies. There are several transparency processes linked to legislative activities and projects, based on long-term strategic guidelines and that facilitate the monitoring of society through news on the web, radio and television. This study applies the ISO ABNT 31000 risk management approach to the live transmission process via the Internet of the Chamber’s plenary sessions. The context is provided by the application of Business Process Modeling and Value Chain, and the analysis is performed with the support of ISO 31010, Pareto diagram and FMEA. The study concludes that the application of risk management principles and techniques contributes to more effective governance and supports the institution to strengthen the fulfillment of its mission.
