Risk management at the organisational level is explained and discussed in this chapter with a focus on policing and the nature of the lethal risks faced. It mentions for the first time the lethal risk hierarchy – the risks that kill or seriously injure officers in Aotearoa New Zealand – developed by the author from the data gathered. This chapter uses the highest of those risks – firearms – to step the reader through the various stages of assessing risk and of determining how to treat it at the organisational level.
