Case Study: Portland, Oregon

  • Tim Prenzler,
  • Louise Porter

摘要

The Portland Police Bureau introduced an early intervention system in 2004, evaluated in part by Prenzler, Cawthray, Porter and Alpert et al. (2016). The initiative was part of a set of upgraded accountability and integrity management measures introduced over a 12-year period and analysed in relation to complaints and use-of-force trend data. Similar to the Tasmanian study, information about the EI system involved less detail than other case studies. Nonetheless, the system appeared to be an essential beneficial component of the Portland police reforms, evidenced in part by large reductions in multiple complaints against individual officers.
