Social Significance of Soft Targets at the Local Government Level

The presented chapter deals with the current social issue, which concerns soft targets at the local government level. Given that there may be dozens of possible soft targets, the correct identification and assessment of the significance of these entities is a necessary condition for the establishment of appropriate measures for their protection. The necessary condition for a reliable determination of their significance is, in addition to the methods used, also the evaluation of typology of the soft targets in the given area. In this chapter, the significance of soft targets in the territory of two selected cities in the Czech Republic was evaluated and their typology was analysed. The results indicated that the variability in the level of significance within individual types of soft targets are generally very small. The differences were observed almost exclusively between different types of soft targets. These results point to the need to use an appropriate typology of soft targets in their identification at the level of local governments as a key management tool, enabling the subsequent allocation of the necessary resources.
