Output Performance-Based Contracts for Sustainable Infrastructure Maintenance

Output performance-based contracts for road maintenance are worldwide implemented to improve road maintenance, conditions, safety, user satisfaction, and cost saving, which significantly succeed in many developed countries. Based on a case study review, this paper evaluates the measurement of out-put performance-based contracts for road maintenance. The focus is on the assessment of Operation Performance Measures (OPM) and Management Performance Measures (MPM) if they do reflect the conditions of roads and the Contractor’s performance. Moreover, challenges of output performance-based maintenance contract implementation in developing countries are highlighted, and recommendations for future improvement are given.
