Expert Technical—Economic Evaluation of the Condition of Railway Track After the Occurrence of a Natural Disaster Within the Borders of Bulgaria

The report exposed the sequence of the study of the technical condition of the railway track—superstructure and lower construction, following the occurrence of a natural disaster. The main directions for implementation of the normative documents characterizing its restoration in the original form, as well as the necessity to capture and measure the individual quantities of construction works on site are considered. It is also analyzed the process of making a valuable assessment of the damage occurring on the superstructure and lower construction of the track. Attached are examples of committed situ inspections with detailed measurement of affected areas of the track recorded with the pictures and drawings in order to clarify and assessment of the technical state of the track after the onset of a particular damage. Attention has been paid to the discussed issues related to the fact that the LSP (Law on Spatial Planning) does not provide for the possibility of an accelerated provision of the construction papers necessary for the lawful commencement of construction in the conditions of an accident on the track, caused as a result of a natural disaster—flood. Thus the involvement of the designer and the consultant (the construction supervision) is outside the other participants in the investment process. At the initial stage of restoring train traffic on single-track sections, executive documentation is used, which in volume and content is sufficient to justify the issuance of a building permit. It is also analyzed the process of making a valuable assessment of the damage occurring on the upper and lower construction of the track.
