Reforming Education in Times of Pandemic: The Case of Spain

摘要

This chapter examines how the impact of the pandemic interacted with the process of development and implementation of an education reform. The suspension of in person instruction was minimal, compared to other countries, and several programs supported the distribution of devices and connectivity. The pandemic heightened attention to wellbeing and mental health, and to pedagogical and organizational challenges, such as the overcrowded curriculum and the lack of teacher collaboration, as well as the conditions of vulnerability of socially marginalized students, the poor, immigrants, and students with disability. The recognition of these issues fed back into the process of development of the reform and incorporated them into the post-pandemic policy agenda.
