Study on Ecological Compensation Mechanism and Compensation Pattern of Coal Resource Type Cities Based on System Controllability

Fuxin, a coal resource type city located in semi-arid area of northwestern Liaoning Province of China, was taken as the study object. Based on the current status of coal development of Fuxin, the possibility of ecology compensation for typical coal resource type cities was analyzed and reasoned here by applying the externality theory of the environmental economics and ecological economic system control theory. The feasibility of designing the ecological compensation mechanism was analyzed thereafter by building the system controllability model. Hereby, an ecological compensation system for coal resource type cities formed by six kinds of responsible mechanisms was lodged, and four primary compensation models were brought forward here. It was considered that the compensation model of separate management of “old ecological arrears” and “new ecological arrears” was more reasonable for coal resource type cities, and the effective supervision mechanism and executive mechanism should also be built simultaneously.
