A Study on Thresholds Determination of Resources and Environment Carrying Capacity in Supervision of Marine Dumping Area

摘要

With the rapid development of Marine Economy in China, the Number of Newly-Built and Expanded Ports and the Amount of Dredged Materials Have Continued to Grow in Recent Decades. Strengthening the Supervision of Marine Dumping Area Has Become an Important Requirement in Marine Resources and Environment Management. Overload Thresholds Are Considered to Be the Core Element in the Construction of the Monitoring and Early Warning System of Resources and Environment Carrying Capacity (RECC), and Their Determination Methods Are Important But Difficult Topic in the Current Research of Evaluation Methods. This Paper Reviews the Definition and Connotation of Overload Threshold of RECC, As Well As the Determination Methods and Potential Problems in the Current Assessments. By Taking the Supervision of Marine Dumping Area As an Application Example, the Determination Method of Overload Thresholds of RECC Is Reconstructed. Some Research Conclusions Have Shown That Dumping Resources Have Dual Attributes of Renewable and Non Renewable Resources, and Vary With the Nature of Regional Scouring and Silting. The Overload Thresholds of the Dumping Area Include Values of the Carrying Body and the Carrying Object. And the Determination Methods Include Physical Simulation, Numerical Simulation, Statistical Analysis, Etc. Field Investigation, Experiments, Scenario Analysis and Prediction Provide Basic Information for Threshold Determination. It Is Recommended to Optimize and Adjust Overload Thresholds Through Comparison of Results By Different Methods, and Reduce the Uncertainty Through Years of Iterative Analysis to Obtain Relatively Reliable Values to Guide the Supervision of Marine Dumping Area.
