Policy and Regulation of Global SVOD Platforms in France

The film industry is particularly illustrative of the challenge of rethinking public interventions in the online environment, within which the lines between cultural and media policies tend to be blurred. Since Netflix’s arrival in 2014, global SVOD platforms operating in France have made a decisive contribution to transforming an exceptionally structured and regulated ecosystem, calling for an adaptation of the policy and regulatory framework to accommodate changes concerning film financing, distribution and consumption. The policy instruments implemented in this context aim to insulate cinematographic works from other forms of moving image production and consumption, while at the same time seeking to organise the intertwined relations that cinema maintains with television and on-demand digital services.
