Chronicles of a Norm for Sale: Norm Entrepreneurship in the Myanmar NCA Negotiations

This chapter provides granular empirical analysis on just how NGO mediators promoted inclusivity to the negotiating parties in Myanmar. Based on the my framework of assessing normative agency, I forward an empirical take on (1) how NGO mediators interpret the meaning of inclusivity based on their own self-conceptions and normative socializations and frame them to the negotiating parties; (2) how NGO mediators engage in a set of mediation and knowledge production practices to intentionally promote their interpretation of inclusivity to the parties; and (3) how the negotiating parties in the Myanmar NCA process interpreted and accepted the inclusivity norm.
