Cybersecurity Issues in Electronic Communications and Some Insights on Digital Literacy and Technological Infrastructures’ Demands: Anticipations of the European Digital Decade Through the Lens of a Declaration on Digital Rights and Principles

摘要

European Union is living its Digital Decade until 2030, where digital technologies are changing the way people relate, work, and behave, with the emergence of great opportunities but also threats, which can also lead to digital poverty and divide. This digital divide is caused by lower digital literacy and the lack of (understandable) technological infrastructures. This also impacts on cybersecurity demands: as people cannot understand digital transformation, they cannot dimension security issues and how these can impact in their rights’ exercise. To overcome it, two major goals were set under electronic communications: to have digitally skilled people and highly digitally skilled professionals and to have secure and performant sustainable digital infrastructures. This contribution aims at understanding these goals’ accomplishment and at critically perceiving if a European Union Declaration on digital rights and principles is able to deploy and foster this digital decade.
