A Commitment That Was All the More Binding Because It Was Freely Chosen

摘要

On the basis of surveys on crucial educational problems, the International Conferences on Public Education drew up recommendations that the participating States voted on. This vote, from the point of view of the leaders of the IBE as shown in the chapter, committed the states. The IBE leaders also responded to critics concerning the official data presented in the reports on the education surveys in claiming that, even if not corresponding completely to reality, producing these data committed the States. And they observed that official data on education are much more contested than data on the economy for instance.
