Disability and Employment

This chapter examines the role of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) in shaping global approaches to disability employment policies and legislation, with a focus on addressing the persistent disability employment and pay gaps. Drawing on the social and human rights models of disability, this chapter explores how national governments attempt to meet their obligations under Article 27 of the UNCRPD. Key policy interventions, such as active labor market policies, occupational rehabilitation, antidiscrimination legislation, job accommodations, quota systems, and wage subsidies all contribute and correspond to aspects of Article 27. While the UNCRPD has driven international progress in securing the labor rights of people with disabilities, this article highlights ongoing challenges, including employer resistance, ableist attitudes, and the varied success of policy implementation across different national contexts. The discussion underscores the need for sustained efforts to ensure that people with disabilities can access equitable employment opportunities and enjoy fair wages, contributing to a more inclusive global workforce.
