Interpretation of the Principles of Operations Management to Assess the Effectiveness of Transport Hubs

The present scientific paper reveals the principles of operations management about transport hubs. The relevance of the chosen topic lies, on the one hand, in the need to integrate transport hubs in the intelligent transport system at the present stage of its development, on the other hand, in the lack of simple universal methods to assess the effectiveness of transport hubs. The purpose of the article is to develop a methodology for assessing the effectiveness transport hubs operation, considering the current stage of urban transport systems development and Russian specifics. The object of the study is a transport hub as a part of the intelligent transport system of a megacity, the subject is the assessment of the efficiency of the transport hub operation. The theoretical basis for the development of the methodology for assessing the efficiency of transport hubs operation are the principles of operations management. The information base of the study is the data of Russian and foreign scientific publications in the field of intelligent transport systems on the problems of development and functioning of transport hubs. The main outcome of the study is the authors’ methodology for assessing the efficiency of transport hubs operation in a megacity, based on the principles of specialization, proportionality, parallelism, continuity, direct flow, and rhythmicity. This methodology can be useful for government agencies developing transport policy in a metropolitan area. The methodology is suitable both for assessing the efficiency of existing transport hubs and for designing new ones.
