Formation of an Effective Transport and Logistics Strategy in the Mineral Fertilizers Industry in the Arctic

The article presents an overview of the directions of development of transport logistics in the mineral resource complex, transport, and logistics challenges in the development of natural resources and ways to overcome them, strategic approaches to the formation of an effectively functioning transport and logistics system, considering the solution of existing administrative, legal and organizational issues. Special attention is paid by the authors to the task of increasing the local Russian participation of regional enterprises (local-content), the effective use of the industrial potential of the mining regions, the development of the main Arctic polyhighway—the Northern Sea Route. The development of transport communications and infrastructure is of paramount importance for the successful implementation of mineral resource complex projects. The creation of projects for the development of mineral resources in the Arctic zone affects the development of logistics in the region. A lot of work on these projects is carried out in uncomfortable weather conditions and at a considerable distance from logistics hubs. The Russian Federation, positioning itself as a maritime transport state, can form a large source of income from transport, logistics and transit operations. The proposed research results can be useful to scientific and professional communities in the development of the Arctic zone of the Russian Federation, as well as to those making strategic decisions on the functioning of the mineral resource complex, transport logistics in the high Arctic latitudes.
