The Modern Model of Passenger Transportation Market Regulation

One of the key, strategically important infrastructure elements of the country's economic system is the transportation sector, where the dominant component is road transport. It occupies a prominent position in the economy, providing services to practically all segments of the population, contributing to the development of transport and economic ties, and improving the quality of life for citizens. The effective operation of this passenger transport market significantly affects the population's well-being. That is why there is a need to improve the quality of passenger transport by improving the regulation process of the market for automotive services. The article proposes a compelling economic and mathematical model for regulating the market for passenger road transport. The integral coefficient of investment activity is the primary indicator of the quality of service provision and the legitimacy of financial and economic activities. The developed discriminant model of the integral coefficient combines such relative indicators as capital investments calculated on the residual value of fixed assets, the suitability of fixed assets, and the coefficient of economic profitability of assets. Using a multifactor discriminant analysis, a scale for assessing the level of investment activity of a particular passenger road transport enterprise is justified, which provides for a low, medium, and high level. Using this scale allows for determining the level of investment activity of passenger road transport enterprises among other market operators and justifying the need to increase investment activity. The modern economic and mathematical model proposed in the study allows for determining the possibilities of obtaining permits for transportation by passenger road transport enterprises, depending on the level of investment activity of the automotive enterprise. High levels of investment activity of investment subjects provide enterprises with modern, comfortable rolling stock, the use of advanced technologies, competitive advantages and increasing profitability.
