Knowledge Management and Risk Control in the University Environment: Biotechnology Center of Sfax-Tunisia

Brain mobility has always been a spreading phenomenon in Tunisia and in particular in the higher education sector. This has led to an intensification and acceleration of skills loss over the past decade. Tunisia ranks second among Arab countries in terms of brain drain in 2020, according to the organization for economic cooperation and development (OECD). Some 8200 executives, 2300 engineers, 2300 teacher-researchers, 1000 doctors and pharmacists and 450 IT specialists left the country in 2018, according to Tunisians International. In the absence of a national strategy to reverse this brain drain, there is an urgent need to actively review governance approaches related to resource management in order to develop an action plan to address this ongoing evolution departure process. This article aims to answer questions about risk management, knowledge management and new forms of governance in the context of academic institutions in Tunisia.
