Conclusion

Many questions have revolved around the role of mutual trust in facilitating cross-border cooperation. Through the virtuous circle operating at different stages of the development of cross-border cooperation, especially in counterterrorism, mutual trust is indeed fostering, accompanying and emerging from the creation of the regional institutional and legal frameworks—the emergence of counterterrorism norms and the establishment and strengthening of cross-border cooperation.
