Flood Resilience Enhancement Measures’ Evaluation and Prioritization: Case Study of Thailand’s Per-Urban Province of Pathum Thani

This chapter presents anti-flood policies and measures to enhance flood resilience of Thailand’s flood-prone peri-urban province of Pathum Thani. In this study, there are 18 anti-flood measures linked to three flood vulnerability components: flood exposure, sensitivity, and adaptive capacity. Exploratory factor analysis is used to categorize the anti-flood measures into five anti-flood policy (AP) clusters: AP1 (Financial support for relocation and flood recovery), AP2 (Efficient floodwater drainage and public infrastructure), AP3 (Sustainable land use and green infrastructure), AP4 (Flood preparedness and emergency response), and AP5 (Home modification to enhance flood resilience). Analytic hierarchy process is utilized to rank the anti-flood policies according to their relative importance. Specifically, eigenvectors are used to quantify the relative importance of anti-flood policy clusters, and the anti-flood policies are ranked by the eigenvectors from the highest to lowest values. The results indicate that prioritizing housing improvements and financial assistance for relocation and rehabilitation may markedly enhance flood resilience in Pathum Thani province, while also underscoring the need for sustainable land use and the development of green infrastructure.
