Exploring Evidence-Based Science Policy Frameworks Using US State Pollinator Protection Plans

Evidence-based policymaking is crucial for creating effective policies that address urgent environmental challenges. Policymakers can make informed decisions that enhance sustainability and promote public welfare by relying on rigorous data, proven research, and previously tested strategies. This can minimize the risk of implementing ineffective policies, which would waste limited time, staff energy, and resources. Additionally, policymaking processes that engage with research fosters accountability and transparency with community members, allowing constituents to trust that decisions are being made with the best available information. This chapter explores state-level insect pollinator conservation plans in the United States using three example frameworks for evidence-based science policymaking: (1) United States Environmental Protection Agency management pollinator protection plan guidance, (2) the United States Department of Interior Adaptive Resources Management guidelines, and (3) the Pew Charitable Trusts’ elements of evidence-based state policymaking framework from the Pew-MacArthur Results First Project. Insect pollinators provide critical services to support food security, economic development, and biodiversity—yet many wild and managed pollinators are threatened and declining. As such, many governments, including US states, are developing plans and taking actions to try to aid their conservation. Yet while multiple frameworks exist to support evidence-based policy, many US state plans lack many of the elements, such as monitoring, evaluation, and adjustment. This impacts states’ ability to achieve their stated conservation goals. Ultimately, evidence-based policymaking can not only improve environmental outcomes but can also encourage a culture of continuous learning and adaptation in the face of evolving scientific understanding, environmental conditions, and societal needs.
