Energy Security in the Energy Transition: A Legal Perspective

This chapter analyzes energy security in the energy transition towards zero-carbon energy systems. On the one hand, it identifies the positive contribution of the energy transition to energy security. On the other hand, it highlights the new challenges and threats to energy security that emerge in the transition, creating potential trade-offs between energy security objectives and energy transition objectives. The chapter focuses on how law, as a form of governing the energy transition, can be used to address the new security questions that emerge in the energy transition, either by encouraging the positive contributions of energy security to the energy transition or by mitigating the challenges and threats that emerge as a result of the energy transition. The chapter focuses on the EU as a regional example of how energy security is addressed in the energy transition towards zero-carbon energy systems.
