Enclosing the Horizon: Land Privileges and the Right to Landscape

The European Landscape Convention (ELC) represents a 20-year-old initiative which seeks to deal with these changes. Yet there is a mismatch between experts’ management tools and people’s perception of land as landscapes. This is evident when people talk about their landscapes in public decision-making processes. Thus, there is urgent to strengthen the argumentative and narrative aspect of landscape planning, motivated by the ELC.
