One Territory, One Plan, Many Authorities: The Future of Really Protecting the Landscape

This paper deals with the theme of landscape plan and of his function of protection and value the territory. Because of this structure, landscape plan permits to safeguard the territory with a unified vision, which considers landscape and territory as two equivalent concepts, in according to the principles of European Landscape Convention. Under this profile, the tool of landscape plan seems to perfectly apply the European principle of integration of the landscape into the other territorial and sectorial politics. Although this good thing, in Italy exist many critical problems about a full application of the European Landscape Convention, for example, the question of participation and involvement of all public and private bodies into the administrative procedure for realising the landscape plan.
