National Endowment for Democracy

The National Endowment for Democracy (NED) has garnered both admiration and criticism for its global efforts in promoting democracy and human rights. This chapter examines the divergent perspectives surrounding the NED by analyzing its historical background, organizational structure, and the ongoing debates surrounding its overseas operations. While proponents hail the NED as a beacon of democracy, opponents accuse it of being a political tool of the U.S. government, meddling in the internal affairs of other nations to sow social unrest and install pro-American leaders. Drawing from a range of sources, including NED documents as well as statements from Russia, China, and other nations critical of the NED, this chapter explores the complexities of its overseas operations. It argues that the inherently political nature of the NED’s democracy promotion initiatives leads to perceptions of interference by targeted governments. The chapter concludes by summarizing the existing empirical evidence regarding NED’s effectiveness in promoting democracy abroad and discussing the challenges in evaluating the NED’s influence due to ambiguity surrounding its political goals and the extent of its foreign activities.
