Energy Justice for All: Will Pemex and CFE Deliver?

Energy justice just recently appeared for the first time in Mexican law. The energy reform that came into force on 18 March 2025 is the first body of domestic legislation to include textually and specifically the term “energy justice,” which is mentioned in several of the eight new laws put forward by the Claudia Sheinbaum administration. This chapter reviews the concept in the light of its legal definition in comparison to other internationally adopted ones. Also, it reviews several of the laws that set the rules for its implementation while identifying some of the flaws which could potentially complicate its implementation. The return of Pemex and CFE as dominant actors in the industry, and because of their financial and institutional fragilities, may, in fact, delay instead of aiding it. This chapter also includes conclusions, recommendations, and possible future scenarios for energy justice in Mexico.
