MGNREGA: A Public Policy and Women Empowerment

Public policy in the welfarist state played a significant role in empowering historically marginalized groups in society. The National Rural Employment Guarantee Act (NREGA), later renamed Mahatma Gandhi NREGA, became a crucial source of employment for women in rural India. The launch of MGNREGA in 2005 aimed to control rural to urban migration and provide socio-political and economic security. The undivided Andhra Pradesh and Telangana states are known for effectively implementing MGNREGA with transparency and accountability through social audits. This program provided women with an opportunity to work and earn money, leading to improvements in their everyday lives. This chapter is drawn from the author’s research in Andhra Pradesh and Telangana. The qualitative research methodology was adopted to address key questions related to migration, employment, and empowerment of women in rural Telangana. The research findings highlight the significant role of NREGA in providing employment guarantee and livelihood security at the village level. The NREGA work for women has also ensured a secure work environment with fair wages and the freedom to choose the type of work. As the EGS was comprehended in Maharashtra, it is analyzed along with the authors’ survey campaign experience from Rajasthan.
