Regional Refugee Problems in ASEAN

The chapter discusses regional migration problems, specifically the Rohingya refugees in ASEAN and how ASEAN, as a regional actor, and its member states deal with the Rohingya refugees. The emphasis is on the logic of appropriateness, in which ASEAN utilizes regional culture and the way of doing things as a common ground resolution to the Rohingya refugees. Rohingya refugee problems in ASEAN are challenges. The fundamental issue for the Rohingya is their statelessness, as Myanmar denies them citizenship. This makes them vulnerable to exploitation and denies them basic rights wherever they go. The chapter emphasizes that ASEAN, as a regional institution among 10 member states, has limited roles to play and has struggled to provide a coordinated and effective regional response to the Rohingya crisis. ASEAN’s logic of appropriateness, such as its principle of non-interference in internal affairs, consensus-based decision-making, state sovereignty and national interests, quiet diplomacy and constructive engagement through discreet negotiations or actions, and avoiding setting precedents for refugee protection, could undermine the effective response to Rohingya refugee social protection regionally and nationally. Even though the Rohingya issues have continued for decades, there are a lot of things to do for further resolution. This demands effective humanitarian efforts and a comprehensive regional framework for refugee protection, including international humanitarian aid and funding, so that the situation will not exacerbate the Rohingya living conditions.
