Technological innovations have made our lives significantly more manageable. With the digitalization in public administration, technology has affected our entire lives. Thanks to e-government applications, we benefit from public services online. It is possible to receive services from government institutions in education, health, business life, and law via e-government whenever and wherever. While providing these services online makes our lives easier, it also brings difficulties for some disadvantaged segments of society. The existence of some groups in society who do not have access to digital technologies or whose technological literacy levels are low is a significant obstacle to digitalization. For these and similar reasons, digital inequality occurs in society. The older adult segment of society especially encounters problems when using digital technologies. Older adults, also called digital immigrants, may not be as involved in technology as young people, considered digital natives. It is also seen that older adults’ access to technological tools is limited in Turkey. In addition, it is possible to encounter difficulties in using digital tools more frequently, both physically and cognitively, as we age. In addition, older adults also experience technology phobia, fear, and distrust of technology. The prevalence of fraud and data theft over the Internet increases the concerns of older adults about using technology. To expand the use of e-government and enable citizens to benefit from public services effectively, the government must minimize the difficulties. These problems can be solved through education, access, physical support, cooperation, and awareness raising. In this context, digital government, digital inequality, and e-government usage by older adults are discussed.
