The Role of Integrated MRV System in the Global Efforts to Address Climate Change

Measurement, reporting, and verification (MRV) system is an essential component of global efforts to address climate change. It is a framework established at various levels (international, national, regional, or organizational) to systematically monitor, analyze, report, and verify greenhouse gas emissions, adaptation actions, and mitigation efforts. The major objective of MRV system is to ensure transparency and accountability in climate actions. The MRV process and the enhanced transparency framework (ETF) under the Paris Agreement work hand in hand to ensure that countries fulfill their climate commitments, enhance transparency and accountability, and facilitate the implementation of the Paris Agreement. Effective MRV systems require collaboration among governments, international organizations, research institutions, stakeholders, and national institutions. Implementing a MRV system involves numerous challenges, ranging from technical and financial constraints to political and institutional barriers. Establishing laws and regulations specifying the roles and responsibilities of various institutions, setting up QA/QC procedures, capacity-building efforts, technical and financial support, and international collaborations are essential, particularly in developing countries, to ensure the effective implementation of MRV systems at all levels. Additionally, advancing political will and institutional commitment to climate action and promoting transparency and accountability are indispensable for ensuring the success of MRV efforts as well as the institutionalization of the ETF under the Paris Agreement.
