Local Public Policies for Sustainable Urban Development and the Climate Action: The Case of São Paulo

摘要

In the context of urban expansion, sustainable development, and the discussion of planning in the city of São Paulo, this chapter proposes to present the relationship between the Urban Regulatory Framework of the city of São Paulo, developed between 2014 and 2016, and sustainable urban development, guided by the UN Sustainable Development Goals, in face of climate issues. After 8 years of monitoring the Regulatory Framework, it is possible to identify which elements induced and were protagonists in implementing the concepts of a sustainable urban development, in terms of urban public policies, projects and plans, isolated actions and initiatives, as well as the urban instruments themselves. The municipal Climate Action Plan, PlanClima SP, is presented as an initiative developed by the municipal government in favor of development aligned with global concerns related to climate, such as the Paris Agreement. The plan represents a synergy between sustainable development concepts and urban planning concepts. In conclusion, an evaluation matrix of sustainable urban development, focused on environmental aspects, is applied to evaluate the Master Plan of São Paulo (Law n.16050/2014).
