摘要

Article 149 TFEU provides the EP and the Council with the right to adopt incentive measures to encourage cooperation between MS and to support their actions in developing their own employment policies. The EP and the Council act in accordance with the ordinary legislative procedure, i.e. in accordance with the provisions of Article 294 TFEU.
