Article 146 [Promoting Employment]

The aim of Article 146 TFEU is to determine the role of MS in terms of employment, and the relationship between national and European objectives, in the context of the principle of subsidiarity. The role of MS has to be integrated into the full array of responsibilities for employment policies. Thus, employment policies are no less national, but they go hand in hand to achieve the objectives set at European level. The very concept of a mutual learning programme is centred on MS as key actors capable of providing and receiving knowledge. And the monitoring is arranged in such a way to enable mutual assessment rather than being carried out by supranational entities.
