Article 145 [Coordinated Strategy for Employment]

There is an increased legitimacy of European action in the field of employment and of the concerted action to align national policies, while respecting the principle of subsidiarity. The responsibility for the adoption and implementation of employment policies was not transferred from MS to the EU, but the approach had become multi-level. First, the goals are defined at the European level, then they are implemented in the MS, and then the results are monitored – back at the European level. MS may choose different methods, from the legislative to the contractual ones, with the contribution of the social partners, which would negotiate sector-level collective agreements with solutions for employment, but the results are correlated. National policies are thus subject to comparison, capable of putting pressure on decision-makers in the MS and facilitating the exchange of best practices.
