Article 122 [Solidarity]

Article 122 TFEU is embedded in the first chapter of Title VIII under the heading “Economic Policy” after the complex regulation of the “Coordination of Economic Policies” contained in Article 121 TFEU enabling the preventive and corrective supervision and sanctioning of macroeconomic and budget imbalances. If this may be conceived as the core of “Economic Governance” implemented by EU secondary law (“Six Pack” and “Two Pack”) for all (→ Article 121 TFEU para 13 et seqq., 53 et seqq.) MS, Article 122 TFEU is an emergency clause for temporary measures of the Union if the normal regime of multilateral supervision cannot react adequately to exceptional and unforeseen severe difficulties.
