Abstract <p>The development of Russian mechanical engineering is considered. A recent positive trend is that Russian manufacturing has expanded in practically all respects. Two developmental stages may be distinguished: (1) attaining technological sovereignty; (2) progressing from technological sovereignty to technological leadership. A cluster investment platform is a promising tool for this transition.</p>
