Classifying Development Tasks for Innovative Industrial Clusters in Regional Innovation Systems

The classification of development tasks for innovative industrial clusters in regional innovation systems is considered. The importance of such clusters in regional economic development is established. A classification of development tasks in four planes is proposed. Each plane corresponds to a different direction of development. The benefits of cluster development are identified at the level of the cluster constituent, the cluster, and the region.
