Abstract <p>The development of a system for processing Tuva caking coal to obtain coal–water fuel for local use is considered; its economic and environmental benefits are assessed. An important benefit is that harmful emissions (NO<sub><i>x</i></sub>, SO<sub>2</sub>, CO, polycyclic aromatic hydrocarbons, dust) are decreased by a factor of 1.3–3.0 relative to traditional coal combustion. That is important for coal-dependent regions. Another is that low-grade coal in the 0–3(6) mm class may be utilized. The new technology offers the prospect of expanding the resource base and reducing the overall environmental burden. The proposed processing system includes a crushing and sorting unit, a production unit for coal–water fuel, a boiler (5 MW) and a mini cogeneration plant (6 MW). The use of coal–water fuel reduces coal consumption by 41 600 t/yr, with financial savings of up to 145.8 million rub/yr. This project may serve as a model for other Russian coal regions in terms of transition to a stable power system with limited emissions.</p>
