State Stimulation of Creation Processes and the Use of Scientific and Technical Products

Abstract
This article discusses the issues of stimulating scientific and scientific-technical activities, involving intellectual property objects in economic turnover. The analysis shows low budgetary efficiency of investments in science due to the low demand for the results of intellectual activity by the economy, the underdevelopment of the market for scientific and technical products, and the lack of consideration of the science and innovation factor in the development of socio-economic policy. Recommendations are given for improving the regulatory framework and the organizational and economic mechanism for stimulating the development of science and the implementation of the results that are obtained in business practice.
