Scientometric Indicators in the System of Evaluating Scientific Performance and Work

A primary goal of state scientific and technological policy is to increase the share of publications by Russian authors in scientific journals indexed in international databases. However, statistical analysis has shown that an increase publication activity among Russian authors has occurred against the backdrop of stagnation in the country’s scientific and technological potential. Recommendations are provided for improving state scientific and technological policy, as well as for models of evaluating and stimulating the subjects of scientific and scientific-technical activity.
