Abstract <p>A review of the theory of global warming has been carried out; the possible response of permafrost to climate change has been considered; the complex nature of the relationship between soil temperature and air temperature has been shown; and the possible scale of permafrost degradation in Russia and the likely economic damage have been described. Examples of deformations of buildings and engineering structures are given. A variant of a complex permafrost monitoring system including forecast and management as one of the measures to adapt to climate changes is proposed by the authors.</p>
