<p>The digital world requires diplomatic approaches known as cyber diplomacy to achieve both prevention of conflicts and cybersecurity governance. This research follows the PRISMA 2020 guidelines to perform a&#xa0;systematic literature review which determines the value of cyber diplomacy frameworks and their capabilities to reduce cyber conflicts. The UNGGE and OEWG diplomatic initiatives advance cyber standards establishment yet face obstacles due to global power competitions and implementation weak spots. An improved cybersecurity framework depends heavily on multiple parties working together between states and both private enterprises and international organizations. The current situation requires diplomats to adopt flexible strategies because institutional fragmentation occurs while AI and quantum computing technologies grow as new security threats. Diplomacy efforts toward international cybersecurity need methods to establish stronger cyber norms as well as stronger collaboration between entities and better integration of upcoming technologies in governance systems. Cyber diplomacy must receive continued worldwide support because it enables the management of current and emerging cyber threats that protect global cybersecurity standards.</p>
