Data Governance als strategische Fähigkeit: Erfolgsfaktoren in sektoralen und intersektoralen Ökosystemen

Firms increasingly create value in sectoral and cross-sector ecosystems in which data is shared across organizational and industry boundaries. This openness is driven by regulation, which increasingly mandates data sharing across sectors. Alongside emerging are market expectations and technological developments that encourage firms to engage in ecosystem-based value creation. Data governance therefore emerges polycentrically through negotiation among regulators, incumbent firms, new market entrants, and infrastructure providers. Classical intra-organizational or platform-centric data governance approaches are insufficient in these contexts. This paper structures key data governance challenges in sectoral and intersectoral ecosystems and derives practice-oriented design implications on structural, procedural and relational levels. The objective is to support firms in actively shaping data governance in the absence of a central orchestrator and in proactively leveraging regulatorily mandated openness to strengthen their position within ecosystems.
