Projektmanagement in der öffentlichen Verwaltung – Eine Bestandsaufnahme auf Basis von Stellenanzeigen

Project management in public administration has evolved and professionalised in recent decades. The adoption of traditional, agile, and hybrid project management concepts from the private sector can be identified as a key line of development. The main drivers for this are the political, economic, and technological conditions, which demand, for example, intensified citizen participation, transparency, sustainability, interdisciplinary collaboration, and digitalisation. This article reflects the current state of development of project management in Germany with reference to the German labour market by analysing large numbers of public administration job advertisements from 2023 (n = 62,080). Digital job advertisements, which were automatically extracted from the federal government’s central job portal, serve as data basis. By analysing the job advertisements, the different job profiles for project management in public administration and their career group structure is made transparent. Based on this, the role of existing standards of project and IT management in the recruitment of specialists for project-related jobs in public administration is analysed.
