Ereignisvariable Tarife zur Lastverschiebung von steuerbaren Verbrauchseinrichtungen im Prosumer-Haushalt

The article describes the current technical and regulatory framework for load shifting in prosumer households. Since the end of 2023, all the framework conditions have been largely defined for introducing automated tariff-based load shifting to the market in the coming years. The flexible tariffs required by law as an incentive for load shifting are analyzed in more detail. A particular focus is placed on dynamic tariffs, in which the sales prices are dynamically linked to the market prices of the electricity exchange. Dynamic tariffs are evaluated on the basis of a market overview and the results of a qualitative expert survey of 12 municipal utilities and suppliers. An alternative tariff concept based on tariff use case 5 (event-driven tariff) is presented. With this tariff, three or four tariff levels are dynamically adjusted to the exchange price. This tariff concept is more data-efficient and easier to implement in the IT systems than the meter reading profice (tariff use case 7) with one measurement value every 1/4h resp. 1 h which is required for dynamic tariffs. The event-driven tariff is also less complex and carries a lower cost risk for end consumers. The article describes the necessary signaling between the metering point operator (gateway administrator), the smart meter gateway and a home energy management system for the automatic transmission of tariff signals. In a quantitative comparison based on the market prices of the electricity exchange for 2023, different design variants of the event-driven tariff are compared with a dynamic tariff and a standard price tariff.
