<p>Legislative framework and buffer boundaries are two ways to protect the authenticity and integrity of heritage. Despite having heritage buffer zones and scholarly articulated frameworks, cultural heritage is under the constant threat of diminishing and losing its value due to urbanisation and many other factors. One such factor is the lack of contextualisation of the monument and its setting. This gap can be addressed by analysing the threats, understanding the values, and prioritising these values to design buffer zones that align with the monument’s unique setting. Therefore, this study aims to develop a priority matrix to address issues related to threats affecting values through their spatial and nonspatial attributes that help in the contextualisation of buffer boundaries. This study adopted primary and secondary data collection methods to understand and articulate the definition of buffer boundaries as prohibited and regulated areas in the context of Delhi’s centrally protected monuments. Thus, the Value-based Priority Matrix (VBPM) highlights four key aspects of buffer zone management: (i) the context and setting of the heritage, (ii) the threats to the heritage, (iii) the regulatory framework within the buffer zone, and (iv) the attributes and values that define the heritage.</p>
