<p>Smart government uses smartphones to provide services to beneficiaries. Organizations face huge obstacles in their attempts to create an efficient methodology for smart government transformation because of the need for successful strategies. Enterprise resource planning and cloud computing are essential techniques for organizations to combat the rapid developments established by smart technologies. An efficient technology to support business requirements is essential, and failure frequently occurs because of the lack of an appropriate cloud computing service model. This research investigates the role of enterprise resource planning and cloud computing in smart government transformation and the role of cloud computing in mediating the relationship between enterprise resource planning and smart government transformation. The research used a descriptive-analytical approach, a questionnaire to collect data, and smart partial least squares for analysis. The research population included 177 employees using enterprise resource planning, applications, cloud computing service providers, and technical support specialists in Yemeni Telecommunications Public Sector Corporations. Because of the limited size of the research population, a careful enumeration method was employed for each individual, resulting in 177 individuals. The findings reveal a significant role for enterprise resource planning and cloud computing in smart government transformation and a crucial role for cloud computing in mediating the relationship between enterprise resource planning and smart government transformation. The findings of this research offer significant directions within the theoretical framework that supports this topic by combining enterprise resource planning, cloud computing, and smart government transformation. These results can help Yemeni Telecommunications Public Sector Corporations establish an approach for the transformation of smart government.</p>
