<p>Poverty and unemployment remain major socio-economic challenges in Palestine, shaped by structural constraints, limited economic opportunities, and ongoing socio-political instability. Community-based organizations play a crucial role in addressing these issues through social protection, relief, and empowerment initiatives. This study compares the roles of the Beita Zakat Committee and the Beita Women Development Society in tackling poverty and unemployment in Beita. Using a qualitative design, data were collected through semi-structured interviews with 12 participants, including institutional representatives and beneficiaries. Findings show that the Zakat Committee contributes primarily to short-term poverty alleviation through financial, food, and medical assistance, while the Women Development Society promotes long-term empowerment through training, income-generating activities, and support for women’s entrepreneurship. Despite these contributions, both approaches remain constrained by structural barriers, including limited employment opportunities and weak local markets. The study proposes a hybrid model integrating relief and empowerment to enhance resilience and achieve sustainable poverty reduction.</p>
