Inspection scheduling by environmental health officers in england and its impact on food hygiene ratings

Aims

This study examined whether situational factors, including day of the week, influence the consistency of food hygiene inspections in England. The objective was to determine whether inspection scheduling systematically affects the probability of identifying non‑compliance.

Methods

National food hygiene rating data from the Food Standards Agency were analysed to assess weekday and monthly inspection patterns and variation in local authority output. Weekday differences in inspection outcomes were evaluated using a quasibinomial generalised linear model of the proportion of inspections rated 0–2 (not broadly compliant), adjusting for premises type and urbanity.

Results

Monthly inspection output increased gradually across the financial year, with variability across local authorities showing only a weak association with ratings. Most inspections occurred between Monday and Friday. After adjustment, the odds of detecting non‑compliance differed by weekday (F = 2.37, p = 0.029), with Tuesday and Wednesday showing the highest odds relative to Friday; Monday and Thursday also showed modest increases. Weekend inspections did not differ significantly. Premises type and urbanity were strongly associated with outcomes, reflecting known differences in risk across business categories and urbanity.

Conclusion

Inspection scheduling had a limited impact on the consistency of food hygiene ratings. Although modest mid-week increases in non-compliance detection were observed after controlling for structural risk factors, the overall magnitude of these differences was small and unlikely to materially influence rating outcomes.
