<p>Occupational Health and Safety Management (OHSM) is a framework that enables organizations to consistently identify and control health and safety risks, and reduce potential incidents by preventing and managing occupational diseases and injuries. This study aims to develop a strategic and sustainable framework for enhancing OHSM performance through the active integration and promotion of corporate safety management, by aligning ISO 45001:2018 with OSHA's Process Safety Management (PSM) standards across selected sectors: petrochemical, petroleum, and chemical industries. Workers’ perceptions were investigated across key pillars related to both standards to identify areas for improvement. The implementation of ISO 45001:2018 and OSHA PSM standards was assessed among 90 participants working in safety departments. The results revealed that workers’ perceptions in the three selected companies significantly varied across all ISO 45001:2018 pillars, except for the improvement pillar. Similarly, perceptions towards OSHA PSM standards varied significantly in some pillars, such as employee participation, while others, such as operating procedures, showed no significant differences. Factor analysis was employed to identify the most influential elements by calculating the standardized loadings for each pillar in both standards. Employee participation, performance evaluation, incident investigation, trade secrets, training, process hazard analysis, and compliance audits emerged as the most prominent factors. Based on these findings, an integrated model combining ISO 45001:2018 and OSHA PSM standards was developed to enhance OHS performance. Furthermore, an action plan was proposed to support the selected companies in implementing the suggested model. In addition, a set of practical recommendations has been proposed for decision-makers in the petroleum sector, formulated through a comprehensive action plan derived from the study findings.</p>
